PACT was formed in 1978 as a non-profit, community-based organization with a mission of child abuse prevention. PACT is the result of a coalition between Junior League of Morgan County and Decatur Charity League, whose members recognized that there was no organization working with families and children prior to the occurrence of abuse. Their desire for improvement in the circumstances of the children of this community was great. With tireless effort and ongoing support from these two dedicated groups, PACT became the first comprehensive child abuse prevention program in the Southeastern United States.
 
Members of these two organizations have participated in fund-raising, as well as many volunteer hours of service to the PACT programs. Junior League of Morgan County has manned programs such as Family Pride, First Steps, Newborn at Parkway Medical Center, and Baby Talk Classes.  Decatur Charity League has been responsible for the entire 1st and 3rd grade Student Awareness Programs, Family Pride, Newborn at Decatur General Hospital and First Steps. 
 
In 1983, Decatur Assembly was formed with the sole purpose of raising money for PACT, so that its programs will continue. The annual PACT Ball is sponsored by Decatur Assembly and is always a greatly anticipated event by Morgan County patrons. Other events such as "Wined Up The Summer" provide additional opportunities for "socializing for a purpose" among Decatur residents.
 
PACT owes its strong community roots to the leading citizens who make up these worthwhile organizations.
